The Yu Xin Home Drop-in Center (DiC), the first activity center for injecting drug users (IDUs) at the pilot community drug rehabilitation center in Luzhai, was inaugurated this week. PSI/China collaborates with the Luzhai County Public Health Bureau (PHB), Center for Disease Control (CDC), Narcotics Control Committee Office and the Chengxi Community Center to implement community-based drug rehabilitation and comprehensive HIV prevention interventions targeted at IDUs in Luzhai centering around the Chengxi area.
The program focuses on the provision of technical assistance to local stakeholders in order to further strengthen the Government-led harm reduction and HIV/AIDS prevention activities in Luzhai, centering around the Chengxi Community Detoxification and Rehabilitation site.
On August 5, 2011, the Yu Xin Home Drop in Center (DiC) was opened in Chengxi. The Center provides a safe, supportive, home-like environment for IDUs, and motivates them to adopt healthier injecting and sexual behaviors.
Representatives from the Luzhai PHB, CDC, Narcotics Control Committee Office, Community Center Office, Township government and USAID-funded Cooperating Agencies (CAs) participated in the opening ceremony. The leaders of the Luzhai PHB, Narcotics Control Committee Office, Chengxi Community and PSI/China delivered opening speeches and jointly unveiled the commemorative plaque.
Andrew Miller, PSI/China’s new country representative echoed the local partners’ sentiments and emphasized in his speech that collaboration and partnership with a broad section of local stakeholders based on mutual respect, trust and understanding were key to the successful implementation of programs. He also restated that PSI/China is fully committed to working together with local partners and CAs to support Luzhai’s efforts on anti-drug and HIV/AIDS prevention.
The establishment of the Yu Xin Home DiC will further contribute to the promotion of community-based IDU interventions in Luzhai.
