Stigma and discrimination continue to be the challenges of people living with HIV (PLHIV) in India. With the advancement in HIV management such as antiretroviral therapy available for free in the country, life of people living with HIV can be prolonged substantially, and they can lead a productive life. It is estimated that 2.4 million people live with HIV in India. Countries such as South Africa with high adult HIV prevalence of over 15 percent have taken measures to mainstream HIV through commercial insurance cover. However, in India, with a low prevalence of 0.31 percent, the insurance sector still perceives HIV as a non-insurable risk and is yet to take major steps towards mainstreaming HIV in insurance. HIV remains as an exclusion in almost all health and life insurance products in India.
With a low prevalence, better access to ART and signs of maturation of the epidemic, is there as case for insurance companies to remove the current exclusion of HIV from the products? In order to deliberate on the scope of mainstreaming HIV and AIDS in insurance in the Indian context, the National AIDS Control Organization (NACO), Department of AIDS Control and Government of India in partnership with the United States Agency for International Development (USAID) is organizing an international conference on ‘Mainstreaming HIV and AIDS: Role of Insurance Sector in India’ on February 3rd and 4th at Hotel Samrat, New Delhi. Union Minister of Health and Family Welfare Shri Ghulam Nabi Azad will inaugurate the conference. Chairman of the Insurance Regulatory and Development Authority, India (IRDA) Shri. J Hari Narayan IAS, Chief Economic Advisor Prof. Kaushik Basu, Director General of National AIDS Control Organisation (NACO) Shri. Sayan Chatterjee IAS, and Ms. Erin Sotto, Mission Director, USAID will also attend the inaugural ceremony. Population Services International and Deloitte Consulting are the conference coordinators.
International experts in health insurance from countries such as South Africa, Philippines and USA among others will be participating in the conference and sharing the global experiences in the context of insurance for PLHIV. The conference is expected to examine in detail the HIV and AIDS situation in India, global best practices in mainstreaming HIV in insurance and scope for the same in the Indian scenario. While a few insurance solutions and products experimented within India will be discussed, the conference will also draw upon the lessons gained from various social health insurance schemes that have been in operation for some time both at the central and state government levels. Senior economic and actuarial experts from India and from other countries will be presenting emerging evidence and feasibility studies and also propose models for mainstreaming HIV into insurance in India. The instrumental role to be played by regulators in facilitating this mainstreaming will be also be a topic of discussion in the two-day conference.
The conference is also expected to be attended by representatives of almost all major insurance companies in India. The two-day deliberations are also expected to lay down the roadmap for mainstreaming HIV in insurance in India.
