At the closing of the recent 77th World Health Assembly, Member States approved the Resolution on Climate Change and Health marking an important step forward in our collective commitment to integrate efforts and solutions against these pressing issues facing us.

Adopted by consensus, this resolution recognizes climate change and extreme weather patterns as major threats to global health. It sets out a framework for sustainable, climate-resilient health systems, demonstrating a clear political commitment by governments and the World Health Organization (WHO) to scale up climate action as a public health priority.

What does this mean in action?

Following an urgent call by the WHO Director-General for global climate action, the resolution directs the WHO to establish a global plan of action on climate change and health and to support Member States in developing strategies to achieve sustainable, climate-resilient health systems. Furthermore, it mandates the WHO to operationalize new funding arrangements, including loss and damage, to assist countries, particularly those vulnerable to the adverse effects of climate change..

This resolution outlines directives for governments to assess climate-related vulnerabilities in the health sector. It specifically highlights the need for integrating climate data and weather patterns into early warning and disease monitoring surveillance systems and data collection systems. It is a crucial step for enabling evidence-based decision-making and targeted interventions to effectively respond to climate impacts. Moreover, it emphasizes the integration of health into mitigation, adaptation, and loss-and-damage actions.

Across the globe, we have seen how the increasing frequency of extreme weather events and conditions directly and indirectly impacts millions, threatening health systems and facilities and access to those services. These events further increase health inequalities globally, compounded by poor air quality, lack of adequate water, and food insecurity, which often results in displacement and a heightened risk of both infections and noncommunicable diseases.

We know these conditions exacerbate existing health and gender inequalities, especially among women and young children that already bear the burden of risk and how climate-related displacement makes these groups even more susceptible to violence and exploitation.

PSI is committed to helping define global health beyond healthcare.

We are partnering to develop cross-cutting solutions and multisectoral cooperation to address the relationship between the environment, health, economies, nutrition, and sustainable development. We have the results from working with government partners to increase data-informed decision-making and evidence-based practices when tailoring solutions for country contexts and building resilient and sustainable health systems. We have provided technical support to national stakeholders and Ministries of Health on the frontlines of this impact and are looking to institutionalize best practices that meet their needs and national strategies.

We also recognize that investing in girls and women for our common future is more important than ever before; our work at the intersection of agency and economic empowerment offers an entry point for relevant cross-sectoral partnerships where there may be opportunities for new funding. Girls and women must be engaged and supported if we are to achieve any climate mitigation and adaptation ambitions—and investing in all healthcare – from contraceptive access to malaria treatment and prevention as fundamental for girls and women to achieve their full potential is essential to successful climate action. The challenge is to develop coherent solutions across sectors so that all people, and girls and women especially, can thrive in vibrant, healthy, and biodiverse communities.

We value our existing partnerships dedicated to this work and look forward to working with the global community to actualize this resolution.

To that end, this month, we will attend the upcoming global forum dedicated to climate action: the Forecasting Healthy Futures Global Summit in Baku, Azerbaijan. We will share what we have learned and lead a conversation on existing tools and emerging innovations to address climate-sensitive disease threats and solutions to support resilient preparedness and response strategies. We will also moderate a conversation on advances in water, sanitation, and hygiene and the increasingly critical role of water availability and safety in the context of extreme weather events and emerging pathogens. We hope all partners will be engaged and invested in climate adaptation measures that proactively address climate-related health impacts so that we can all work together to support communities in building a healthier, resilient future.
